Usually yes, at a price that reflects transition risk. A structured handoff (3–12 months of introductions) preserves panel value, and the right buyer may be a system or FQHC that wants the panel more than the brand. The valuation tells you the realistic range before you decide.
Per-patient rules of thumb are marketing, not valuation. Value flows from the earnings the panel produces under your contracts and cost structure. Two practices with 3,000 patients each can be worth very different amounts based on payer mix alone.
